We would like to see everyone working together for the improvement of our school. Please bring to our attention any ideas or suggestions that you may have. Our children need our support in an effort to bring about positive change. You can help in many ways. Attendance at meetings and special events is the best way to demonstrate concern. Please become involved. Our children deserve the best and working together we can provide a caring environment. If you have extra time or talents that would benefit the PTO, please come forward. If you are willing to make time to help in any way, please make a commitment.

HEARD COUNTY ELEMENTARY SCHOOL PTO BYLAWS
The name of the organization shall be Heard County Elementary School Parent Teacher Organization (PTO) Incorporated Inc.)
The corporation is organized for the purpose of supporting the education of children at Heard County Elementary School by fostering relationships among the school, parents and teachers. The PTO shall neither seek to direct the administration of the activities of the school nor to control its policies.
All parents and legal guardians of children and members of the faculty and other staff of Heard County Elementary School are members of this organization.
All members of the PTO including all PTO officers, parents, faculty and staff of Heard County Elementary School are entitled to vote.
A majority vote of members present is required to approve any activity of the PTO.
Dues for members, if any, shall be established by the Officers of the organization.
DUTIES OF THE PTO OFFICERS
PRESIDENT – Presides over all meetings and responsible for seeing that all projects are completed according to schedule.
VICE PRESIDENT – Responsibilities of the President in his or her absence.
SECRETARY – Responsible for keeping an accurate written report of all meetings and presenting them to the PTO for approval.
TREASURER – Responsible for keeping an accurate account of the PTO profits and expenses and presenting a report to PTO at each meeting. The treasurer shall be a member of the school faculty staff in order to provide immediate access to the financial records.
ACTIVITY COORDINATOR(S) – Responsible for planning PTO projects.
ELECTION OF OFFICERS
The PTO Officers are elected by majority vote of members present at the last PTO meeting of each school year. Elections are conducted by secret ballot.
The term of elected officers is from June 1 to May 31.
Vacancies of any elected officer other than the Presidency will be filled by an individual elected by a majority of the remaining PTO Officers. Should a vacancy in the Presidency occur, the Vice President shall assume the office of the President until the next election.
AUTHORITY OF OFFICERS
The PTO Officers and school principal have the authority, as a group, to make decisions on situations which arise between scheduled PTO meetings. However, all situations and decisions will be brought before the PTO at the next scheduled meeting.
PTO meetings will be held at least 4 times a year.
PTO Property is strictly for school-related activities and its use for anything other than PTO activities must be approved by the PTO Officers.
PTO yearly projects are as follows: Fall Festival, Academic Awards Banquet (this banquet is for any student who maintains an A in all subjects throughout the school year, Achievement Certificates will be given out in school to students for each subject in which they maintain an A throughout the school year) and Teachers Appreciation Luncheon.
Funds/Donations received by the PTO will be expended for the ultimate benefit of the students of Heard County Elementary School.
Requests for fund expenditures from faculty and staff or general membership should be presented to the PTO Officers in written form with an explanation of the purpose of the purchase with as much information as possible/necessary including anticipated cost.
The PTO Officers can authorize the expenditure of no more than $200.00 without prior approval of the general membership for an individual expenditure. An individual expenditure shall be defined as one or more purchases for a single project during a fiscal year.
The Treasurer shall maintain a minimum of $500.00 in the checking account at any given time.
A receipt is required for all expenditures.
CONFLICT OF INTEREST
The Heard County Elementary School PTO has adopted a Conflict of Interest Policy to protect its interests; to avoid entering into a transaction or arrangement that might benefit the private interest of a Member or might result in a possible excess benefit transaction. This policy is intended to supplement but not replace applicable state and federal laws.
“Roberts Rules of Order Newly Revised” shall be the parliamentary authority.
AMENDMENT OF BYLAWS
The Bylaws may be amended at any general meeting of the PTO by a majority vote of the members present, provided written notice is given thirty (30) days prior to the general meeting.
The corporation may be dissolved with previous notice (14 calendar days) and a two thirds vote of those present at a general meeting. Upon dissolution of the corporation, assets shall be distributed for one or more exempt purposes within the meaning of Section 501(c)3 of the Internal Revenue Code or the corresponding section of any future federal tax code.
